HttpProtect.isLimited() method
Whether an address is currently over the 429 threshold.

true if its live counter exceeds HttpProtect.maxRequests.
Remarks
Read-only: it neither counts the call nor refreshes the counter's TTL. A missing key reads as zero, so an address that has been quiet for HttpProtect.ttl reports false.
It does not consult the block list, so a banned address reports false here once its counter lapses. Check HttpProtect.isBanned() as well to get the whole picture.
